China’s implementation of export controls on rare earths is a legitimate move to improve its export control system, ensure national security and interests, and honor its international non-proliferation obligations.

Responding to a media inquiry saying that certain European companies have had to suspend production while waiting for Chinese government’s green light of their rare earth export applications, and asking whether China would consider establishing a green channel to ease the pressure on these businesses, He Yongqian, a spokeswoman for the ministry, said the newly introduced rare earth export control measures are a normal step by the Chinese government to reinforce its export control framework in line with laws and regulations.

“They are not directed at any specific country or region,” said He. “As long as export applications are compliant and for civilian use, they can be approved.”

Regarding the green channel for the exports of rare earths, she said China has been continuously optimizing the licensing process during implementation, shortening review period, and actively considering facilitation measures such as adopting general license exemptions to effectively promote trade compliance.
