The latest US move to issue tariff refunds is a positive step toward correcting Washington’s erroneous practices, a spokeswoman for China’s Ministry of Commerce said on Thursday.

At a news conference in Beijing, He Yongqian said that, in light of the move, Chinese exporters should proactively communicate with relevant stakeholders, taking into account their own circumstances, and safeguard their legitimate rights and interests.

Beijing’s comments came after US Customs and Border Protection (CBP) on Monday launched the first phase of a new claims system that allows importers to seek repayment of tariffs collected under the International Emergency Economic Powers Act.

He said China has consistently opposed all forms of unilateral tariff hikes and that unilateral actions by the US, including so-called “reciprocal” tariffs and fentanyl-related tariffs, not only violate international trade rules but also contravene domestic law in the United States, and serve the interests of no party.

“The latest US move to refund tariffs marks a positive step toward correcting its erroneous practices,” He said, adding that the tariffs are directly collected by US Customs from US importers, with the cost ultimately being borne by US consumers.
