
In December 2025, 47 650 first-time asylum applicants (non-EU citizens) applied for international protection in EU countries, marking a 23% decrease compared with December 2024 (61 515) and a 13% decrease compared with November 2025 (54 855).
There were also 9 255 subsequent applicants, representing a 29% increase compared with December 2024 (7 180) and a 19% decrease compared with November 2025 (11 435).
In the fourth quarter of 2025, 229 735 first instance asylum decisions were issued in the EU, up 15% compared with the same period of the previous year (200 005) and 10% more compared with the previous quarter (209 770). Out of these decisions, 45% were positive (103 550).

Largest group of asylum seekers from Venezuela
In December 2025, Venezuelans were the largest group of people seeking asylum (6 675 first-time applicants), followed by Afghans (4 900), Bangladeshis (3 190) and Syrians (2 025).
Italy, Spain, France and Germany received 72% of first-time applicants
Italy (9 985), Spain (9 655), France (8 230) and Germany (6 530) received the highest number of first-time asylum applicants, accounting for 72% of all first-time applicants in the EU.
There were 10.6 first-time asylum applicants per hundred thousand people in the EU in December 2025. Compared with the population of each EU country (on 1 January 2025), the highest rates of first-time applicants were recorded in Greece (39.1), ahead of Ireland (22.9) and Spain (19.7).
1 330 unaccompanied minors applied for asylum
In December 2025, a total of 1 330 unaccompanied minors applied for asylum for the first time in the EU. The highest numbers of unaccompanied minors came from Somalia (250), Afghanistan (185), Venezuela (145), Egypt (115) and Eritrea (95).

The EU countries that received the highest number of asylum applications from unaccompanied minors were the Netherlands (315), Greece (215), Germany (200), Spain (160) and Belgium (105).
Increase in positive asylum decisions in the last quarter of 2025
In the fourth quarter of 2025, EU countries granted protection status at first instance to 103 550 asylum seekers, indicating a 4% increase compared with the same quarter of 2024 (99 400) and 15% increase from the third quarter of 2025 (89 865).
Among asylum seekers granted protection status at first instance in the EU, 56% received refugee status, 23% received humanitarian status and 21% were given subsidiary protection.
Germany (34 940), Spain (23 210), and France (17 450) issued the highest numbers of positive decisions at first instance in the fourth quarter of 2025. Afghans (37 895), Venezuelans (17 070) and Syrians (4 905) were the main beneficiaries of protection status in the EU in the same period.
